ORANJESTAD — Finance Minister Geoffrey Wever has emphasized the importance of the General Investment and Development Fund (AIOF) as a tool for Aruba to plan, finance and implement public investments over several years, with greater oversight and transparency.
Established by law on July 9, 2026, the fund supports projects involving infrastructure, housing, education, energy, climate resilience and economic diversification. Funding may come from Aruba's national budget and external contributions, including from the Netherlands and the European Union.
According to Wever, projects must be assessed for feasibility, costs, sustainability and community benefits before funding is approved.
The fund will be administered by the Department of Finance, with oversight by the Central Government Audit Department and semiannual reports to Parliament, copied to CAft. The law's effectiveness must be evaluated after five years.
“The fund is not the ultimate goal. The investment and the results for Aruba are the goal,” Wever stated.
The minister stressed that AIOF's success will depend on the quality of projects and the tangible results delivered to the community.
