Netherlands plans mandatory training for owners of high-risk dogs

THE HAGUE — The Dutch government plans to introduce compulsory behavioural training for owners of dogs considered high-risk to reduce biting incidents. Agriculture State Secretary Erkens says the breeds covered by the measure will be announced in early 2027.

Owners would pay for the training themselves. Its introduction date and enforcement arrangements remain undecided. The government is also examining whether owners who fail to complete the course could face tougher penalties following a biting incident.

Erkens additionally wants a course for prospective owners to help them choose a suitable dog and better understand its behaviour, including signs of stress.

Mandatory microchipping is also planned for domestic cats. A European database for dogs and cats is planned for 2031 to help identify owners across borders. Around 1,000 reptile species are also being assessed to determine which are suitable to keep as pets.
