ORANJESTAD — FSMA Respaldo, the Aruba Police Force (KPA) and ImSan's Ambulance Service signed a cooperation agreement on Tuesday, November 3, 2026, to improve coordination, safety and care for individuals experiencing psychiatric crises.
The agreement clearly defines each organization's responsibilities. Respaldo handles psychiatric assessments, treatment and possible admissions, while police are responsible for public order and safety. ImSan's ambulance service primarily provides medically appropriate patient transportation and emergency medical care.
Under the agreement, police officers and ambulance personnel can communicate directly with Respaldo's Crisis Service, which operates 24 hours a day for authorized referrals.
A key provision establishes that patients experiencing psychiatric crises should generally be transported by ambulance. Police vehicles may only be used in exceptional circumstances under specific conditions.
The three organizations will review their cooperation monthly during the first year to identify difficulties and introduce improvements.
Respaldo director C.J. Hart, Police Chief Ramon Arnhem and ImSan representatives emphasized that the agreement will help ensure a safer, more professional and compassionate response to psychiatric emergencies.
The agreement took effect immediately upon signing.
