ORANJESTAD - MEP Party Member of Parliament Xiomara Maduro is challenging Minister Gerlien Croes’s claim that Aruba needs HOFA to obtain money for investments. According to Maduro, official figures show that the main problem is not a lack of budgeted funds, but the government’s limited capacity to prepare and execute projects.
Government reports show that 83.9% of the Afl. 51.6 million investment budget was realized in 2023. In 2024, only Afl. 13.8 million of the budgeted Afl. 66.1 million was executed. In 2025, Afl. 30 million was realized from an investment budget of Afl. 74.5 million.
Between 2023 and 2025, the government budgeted a total of Afl. 192.2 million for investments, but only Afl. 87.1 million was realized. This left more than Afl. 105 million unexecuted.
Maduro acknowledges that HOFA could provide access to financing, but warns that additional loans will not automatically result in more investment. Without adequate planning and administrative capacity, borrowing could simply create more debt for the Aruban people.
“HOFA cannot fix a failure to execute. Good governance, administrative capacity, transparency and accountability can,” Maduro concluded.
