ORANJESTAD – The Aruba Prime Minister signed the Action Plan for the HART (Herinrichting Aruba Raffinaderij Terrein) project.
The Action Plan forms the formal part of a request for seconded technical experts through the Netherlands' Temporary Work Organization (TWO). As part of the Country Package (Landspakket), TWO will facilitate the secondment of three senior Dutch experts from Rijkswaterstaat and the Port of Amsterdam.
Through March 2027, these experts will support the project deliverables outlined in the Action Plan. Their responsibilities include establishing the project's organizational structure and governance, leading a desktop inventory supported by a GIS atlas, and organizing a strategic values workshop. The objective is to identify three to five development scenarios that will enable well-informed decisions on the future redevelopment of the refinery site.
In addition, the experts will assist in drafting the Terms of Reference for the project's next phases and help advance the implementation of the decisions made through future procurement processes.
